Sounds like you may need to disable your daytime running lights module. Some people have to, some don't to get their high beams to function properly.

There's several write ups on here on how to disable the module. It's worth a shot before getting a different harness. I test the solenoids before shipping so that shouldn't be the issue.

Holy crap, that makes so much sense. I also noticed that they would NOT turn off if the car was running, but if I flick the high-beam lever to "high beam lock", they turn off.

I didnt even think about a DRL relay. Thanks for the advice, I will give it a go later today!!!

I just noticed mine do the same thing. Looks like I need to find that DIY.

Post the link if you find it! I searched the other day, but ended up working through the entire weekend so I didnt really have time to mess with it.

I dont have a fuse in the spot that is marked for the DRL in the engine-bay fuesbox, but I think the module is completely separate from it...

Yeah it's different. Mine was on the passenger side fender between the PDC and the inner fender in the engine bay.

Small black box looking thing with some plugs going into it.

5 sets of black and chrome lights are just setting in my garage collecting dust. Ready to ship within a day or 2 max!

Don't want to pack these in my move coming up!
