I just wanted to update this -- I do not believe that I have a DRL relay box like some other XJ's. The spot for the DRL relay in the fuseholder also does not have any pins in it.
On a whim I unplugged my foglight relay in the engine box PDC, and it turned out to fix my issue (well mostly). I still have voltage on the high-beam wire, but it decreased by 1v when I removed the foglight relay which seems to be enough to allow me to activate/deactivate my high beam relay without issue.
The main turn-on relay stays active unless I flick the high-beam lock on, but I actually like the option to run DRL mode if I choose (Helps with the people that cant seem to see a Jeep on 33's coming straight for them).
I freaking love these things though. I can finally see at night time!!
Mine are leaking a little bit though. Minimal condensation after a few days of heavy rain and lots of highway duty. I can see some light leak around where the bulb seats, and by the bolts out back, so I think that some black RTV and aluminum roofing tape might work well. Im gonna try to make a "gasket" around the lip of the H4 bulb to see if I can get it to seal a little better.

I'm definitely interested in a pair of these. Do you have any that fit an H4 or 9006 bulb? Otherwise I'll have to buy another set of bulbs and wiring for my HID kit. Thanks.

These projectors use an H1 bulb. You'll need to get:
Set of H1 bulbs
Ballasts
H4 bi xenon wiring harness

I have a slight problem spent about 70 bucks on an HID kit and the harness, I installed one side and flicked it on and off a couple times work like a charm beautiful light and an amazing cut off if I might add. So i buttoned that side, passenger side, up and moved on to the drivers side. Well then that one worked too well I buttoned that side up and then only the passenger side worked. I flicked it on and off again and then I heard a clicking or chirping noise coming from the drivers side light area, i then see smoke coming from my passenger side light area, i remove passenger and the wires going to the bulb were fried. (see pictures). What could my problem be?

The only thing I can think of is that the wiring harness was installed wrong. A bad ground shouldn't cause that to happen.

Either a ballast threw too much starting voltage through the bulb, or something shorted to ground. It seems like the latter would be more likely so I would start by making sure you have the harness installed correctly.
I did something similar, I unplugged the bulb while I was tinkering and forgot to plug it back in. Went to flip the headlights on and I ended up arcing the positive and negative wires coming off of the ballast. Still works just fine thankfully...
