ever block the throttle body tube off and see if it stall?

Hard to say. It needs to be determined by checking how tight the butterfly is actually closed. You can back the adjusting screw out till the butterfly no longer moves and is for sure closed, then tightening the screw in until you just feel the butterfly start to move.

Ok, i did the can trick, and yes she did stall. My 4x4 front axle motor works great as well so I know my vacuum system is working great. As far as the stopper goes, It won't budge. I would assume that means that no one has messed with it? How did the resistance look to you with the key off test? *ground wire off the TPS to the negative post on the battery*

I can now say for the most part we are fixed. After replacing the IAC, and the TPS. Testing enough electrical connectors that I never want to mess with electrical components again. Boosting the local liquor store's economy. I finally nailed it!

Cruiser mentioned the throttle stopper. I had my torx in there to adjust the screw. The torx spun freely. I took the torx out thinking that it was too small and boom, old metal shavings. The think had been messed with before and the previous owner had stripped it out. I also noticed that the throttle butterfly had the slightest opening meaning that air was getting by. So, remembering what a poster had said before. I grabbed some pliers and (key word) SLIGHTLY bent the throttle tab back. I'm talking you can barely notice the bend. I start her up *cold engine* and boom 800 rpms. Now, I still have some work to do, as the RPMS went up to 1000, but I can tell you 1000 sounds a HELL of a lot better than 1500 and 1600. I'm going to re adjust my TPS tomorrow after work but wow! Hundreds of dollars later, and all I had to do was bend some metal. Silly Jeep.

Lol, I used the bottom side of the can to block off the throttle body. I didn't spray. That was my next step :-).

stalling is good that means there are no vacuum leaks !!!!!!!!!something else is causing the high idle beding the idle stop bracket is not recommended but if all other thing have been addresed bend it a little more

Congratulations. I think you got it. Bending the tab is okay if it solves the problem. The flare to 1000 and then settling to 800 is normal. You're just over sensitve at this point.

The rpms settle at 1000 when warm, but I still need to adjust my tps again as well. It's amazing how much more you can hear when the engine isn't racing!

Yep, your TPS is out of adjustment at this point since you tweaked the linkage. I wonder if it would be worthwhile to remove the TB, use a flashlight to VERIFY where the butterfly is setting, adjust accordingly, replace the TB gasket, set the TPS? It would be a shame to leave a stone unturned at this point.
