1996 Jeep Cherokee XJ, September 1995 build
Mine has the orange button inner seat belt buckles. Haven't been able to determine if there is a wiring harness in that part, or if that was moved to the reel.
Is the the same, or at least an interchangeable part between Cherokees and Grand Cherokees? Wranglers?
The orange button buckles in your '96 XJ are unique. They do not have wiring; the seatbelt warning system is in the reel.
They are not directly interchangeable with Grand Cherokees or Wranglers of the same era. You need to find a replacement from a 1995-1996 Cherokee XJ with the same orange button style. Using a different style will likely cause fitment issues with the specific trim panel for your model year.
By harness do you mean for the seat belt buzzer? Its in the buckle. I'm not sure when they went to the newer design but 95 sounds about right, its when they gave the interior the updated bits.

Do the male ends fit the other inner seat belt buckles? I took measurements of mine and it has "EL393341" stamped into it.
Possible solution:
Passenger side of a 2003 Grand Cherokee looks like a match. 2007 looked like a match too.
2003 Grand Cherokee, 4 door Seat Belt Female End, passenger front. Torx T45.
It couples with the passenger side of my 1996 XJ, and no wiring harness. Under $7 at Pull-A-Part. Cover that is exposed appears to be a close match to mine.

Once I saw that the male ends on the Grand Cherokees looked like the same part as my 1996 Cherokee XJ, I looked around for one with the passenger seat moved forward exposing the belt fastener. That was a bit of a search. The alternative is likely removing the seat to access the T45 bolt, which is what I'm going to have to do with the XJ.

Grand Cherokees from at least 1994 through 2007 or newer have the same seat belt receiver. The difference looks like the electrical connector in different years.
Traded that passenger side one from a 2003 for this drivers from 1994. Connector seems like a match.
Solution Verified: Driver's side of Grand Cherokees from that era have the same seat belt receiver. I had to swap connectors between the 1994 Grand Cherokee seat belt and mine.
