Normal operating temp is between 195* and 210* for emission purposes, so 207* is about right. The fan should run constantly on high when the A/C is on anyway.
When I wired my fog lights, I used the cigarette lighter supply for the relay trigger because it's only hot with ignition on. The main lighting supply wire ran from the PDC thru a separate fuse holder to the relay B+.

Yes, the one on the left is the cigarette lighter and is only hot with the ignition on. The one on the right is a power outlet and is hot anytime. My WJ has a plastic cover that flips down and says "power outlet" on it. The lighter socket is shallower and has two clips at the bottom that hold the lighter in until it heats. Those clips are usually destroyed when used with auxiliary plugs.
Well finally got it all in and setup.
I couldn't get to the lighter wires, not good at electrical at all, just couldn't get to where I could splice into the wire without ripping half the dash or engine compartment down.
So ended up using the old lead from the wiring harness to the Hydro fan. I think this comes off the fan relay that sits under the passenger side headlight. This lead had 3 wires, one that supplied power when ignition was on, a ground, and another wire that I'm guessing is either a speed sensor for the CEL or an A/C speed boost, or both?
Anyway that is my guess. Big thing is I got it drivable for the winter, still really leery about it cooling enough for the summer around here.
Thanks for the help on all this, I'll try to keep you posted on how it all works out and updates.

BTW, the panel that holds the ash tray and power outlets is just held in by 4 spring clips and is easily popped out with a panel tool or small putty knife. That information is from wjjeeps.com
I just used a 3M splice into the lighter power wire, drilled a hole in that panel for the switch, and ran a single wire out to the relay. I used a Radio Shack square rocker switch that mounts in a round hole and has an LED indicator light in it.
