2001 WJ can't go past 70-75 mph and 3500 rpm

Hello all

New to this forum but been reading on here for awhile. I have a 2001 Jeep GC 4.0 4x4 with a RC 4 inch lift, 33 tires, and front and rear diffs off a limited 4.7 on it. My transmission was going out so had it rebuilt and put a reman TQ in along with a shift correction kit. Just started driving it. On the highway and my gas milage is 11 mpg and it won't go past 3500 ram and 75 mph. I have no codes or pending codes and it shifts into all gears when driven on the street. I've driven it a total of 150 miles so far on the highway and about 100 on the streets in town. It runs fine and no misfires or anything. I put in a new PCM about 3 years ago as well. It seems to be stuck in some limp mode or something. Any suggestions on what to try and fix this cause I just spend a **** load of money and time. Anyone else ever have this issue?
