Default New Headlight Wiring Harness Issues

I recently replaced my factory Fog Lights because I installed a new bumper. The new lights were the same wattage as the factory fogs so just spliced the new connections onto the factory wires and I was good to go. While doing this I noticed my Silvania Sealed Headlights had some good chunks of glass missing from highway speed rock chips. So I thought I would replace them with Hella H4 E-codes and a Putco Wiring Harness. I installed them in about 20 minutes.


Now I've got some gremlins.


When I first turn on the lights they are in the dim position, when I switch the brights, the high beams are on. Now when I switch the brights off, both dim and high beams are on, and I can not get just dim beams unless I turn the headlights all the way off and back on again. Now if I remove the fog relay from the PDC they work normally. My first reaction is to just make a wiring harness to connect the fogs to an aftermarket switch. But I thought you guys might be able to help me out and keep the stock switch functional.
