Delayed Headlight module

Delayed Headlight module
I installed new sealed led headlights on 2000 Cherokee Sport xj. All went well, but when I turned everything off the headlight delay module is buzzing? I tried to pull the plug out of the module but it doesn’t want to come out. Didn’t want to break it so I just took negative cable off battery until I figure my next step. I’m new to this site. Any appreciate any help.
