Blower motor only getting 4-5 volts at connection?

Default Blower motor only getting 4-5 volts at connection?

Blower motor went out a few weeks ago and it's starting to get cold outside. I heard like a clunk or a pop and it stopped working. Checked the connection and on every speed setting on the dash it's only getting 4-5 volts. Would that be the blower motor resistor going bad? And if so, it's behind the glove box essentially right? This is for a 1996 XJ. Considering it's less than a $10 part, if it's even a possibility it's the resistor, I'll just go ahead and buy a new one. If I was to get one, are there any brands I should stay away from/lean towards?
