Blower speeds
So I had no heat so I replaced the blower motor resistor. Now it works but only on the second and third speed setting. Switched out the control panel thinking it might be the fan speed switch. No change. Im fairy certain that its a good resistor, not a Mopar but its from Napa. Any ideas? Ive thought about running 12v directly to the resistor to see what would happen... Any ideas?

That control panel you installed may have a defective blower speed switch. NAPA sells blower speed switches.
Here's the blower circuit for a 1990 XJ. It should be the same wire colors as a 1991.

Haven't had a chance to check it out yet with all of the holiday madness. Fine excuse to buy a new 12v test light.
