Default 94 jeep ASD issue

So my winch grounded it’s self out when I was in the mountains and every since then my jeep won’t start.
itll turn over for half a second and stop then try and turn over again and stop. The fuel pump has lost all power. My windows won’t roll up or down

so far I’ve replaced the fuse box under the hood with all new fuses and relays.
i can by pass the ASD and it will turn over as it should. Then if I spray starting fluid in the intake it’ll start.

Has anyone expreienced these issues?
Many thoughts what I should do next?

This isn't an aftermarket accessory problem or question. You have a problem with your stock wiring. Post in the OEM section and you'll probably get lots of help.
