Headrest issue...how to fix???

Headrest issue...how to fix???
My mom drives a 2016 Cherokee Latitude. She's about 5'1 and has to move the seat up and forward to drive. The headrest is literally at a 45 degree angle and touches the back of her head while she's driving. Does anyone have an easy way to fix it? She even went to the dealer and they didn't know what to do!!!

I don't believe it is supposed to touch your head but in any case if the back position is adjusted a couple of notches back the headrest should be almost vertical.

Not sure about the KL specifically, but most newer vehicles I've owned/driven had headrests with an adjustable angle that is a ratchet system where you have to pull it all the way forward (maximum tilted position) for the ratchet to release and return to the most vertical position.
