Fuse Questions for 2018 Cherokee Trailhawk

Model: Cherokee (KL)
Engine: 3.2 L V6
I am trying to install a web cam with hard wire and the installation guide tells me to connect in the fuse box with one wire to a fuse slot that is always hot and one that is only hot when the power is on. I've had no problem finding one that is always hot and it is even unpopulated which works great, however, I've found several populated with the micro fuse, which is the one that fits the adapter, that are populated with a fuse, but they do not seem to have any power to them whether the power is off or on ACC or with the engine running (as tested with a multimeter). Can someone explain please? Also, I find some that only have power to one side, indicated by visible copper wire, but not any visible copper wire on the other terminal, which you would think would be needed to send the power out after going through the fuse. Can someone also explain that to me. Huge thanks for any help on this.
