Stereo no constant power

Stereo no constant power
PO of my 96 did some serious ****ery to the stereo wiring and I'm trying to fix it. I've got just about everything fixed except I'm not getting power. Fuse 2(switched power for headunit) is getting 12v, but fuse 9(constant) is not getting any power at the fuse block under the dash on the driver's side.
Do I need to take apart the fuse block? Or should I just run a new wire?
