Shouldn't be very messy .. I would loosen the filter cap while you drain oil so all of the oil in the filter drains out .. And as for tightening .. Stop tightening as the filter cap just begins to squeak

While I have a general hatred for "cartridge" oil filters (seriously I thought those died out in the 70s, but now they seem to be making a comeback) the Chrysler Pentastar isn't too bad as cartridge filters go, the cap is at the top of the engine so you really shouldn't spill much if any oil removing it, you will still need to remove the oily element, wipe out the cap, and replace the o-ring (be careful not to damage the threads), but at least it doesn't make a total mess like some other manufacture's designs do (I'm talking to you Toyota).
While I don't own a Pentastar most of the articles I see indicate that the torque spec (in NM) is stamped into the oil cap, it also looks like from what I have read it is 25NM which works out to about 18 lb-ft.
