Question- Is this city driving or highway driving?
That is not exactly terrible for city driving. I have a 2014 3.2 V6. I get around 18 in the city, 20-21 combo city / highway, and on long highway trips I can get 25mpg if I really try.

A few questions. Have you changed the air filter and do it at least yearly? Have you changed the oil and do it at least twice per year (0w20 i believe)? Did you check you tire pressure? Tire pressure will affect mpg, look at the tag in the driver's door for correct pressure (my 2019 v6 is rated at 36psi). Do you drive one footed to two footed(one foot on gas, one foot on brake)? If you answer yes, yes, yes and one footed, then you have to start with checking sensors (o2 sensors, etc.) and things like your PVC valve and spark plugs, wires, etc. It becomes a process of elimination, not all of these will throw a code. Try another dealer as well, some are better than others and go during a week day not on the weekend. Good luck.

So, it sounds like air filter is a No? You really should change it at least once per year, more often depending on where you live. You can google a YouTube video or purchase one at you local auto store and ask them to install. Depending on how dirty it is, it will effect mpg's and not in a good way. Also, change your air cabin filter as well, forcing air into the cabin, especially using AC will effect mpg as well. Good luck.

Something else that I thought of. I drive with the auto stop/start turned off all the time. The mpg rating is with the auto stop/start working, so your mpg's may be lower than what Jeep is claiming. Next time I'm in my jeep, I'll take a look at what the computer is giving as my mpgs and post it here for you to compare to yours.
