Hello All!
If I recall, The 99's have a fuse inside the car. Passenger side foot well, The owners manual should have it in there listed for the fog lamps. (Might be a fuse under the hood also, I am not 100% sure its been a few weeks) If not, a Google search should come up with it. I was chasing the fog lamp issue on my 97' but gave up until I have time to work on it not in the parking lot at home, but in my stall at work.
The resistor is common to fail when it comes to the HVAC, Like Bustedknuckle said. Check that first. Its a horrible design and breaks apart due to the heat or moisture inside the HVAC unit. Rather have the resistor fail unlike GM with the circuit board type that fry's the pig tail along with it.

BIG thanks to Bustedknuckle! Just finished replacing the blower motor resistor, easy fix!! Finally got my AC working, turned out to be the relay under the dash. Swapped the fog light relay for it (same), recharged with a little freon (with oil and sealer) and now I have cold air at ANY fan speed. YAY!!!!
