xj lower rear shock mount bolt broke

xj lower rear shock mount bolt broke
Replacing the rear shocks on my 98 Cherokee this last weekend. I sprayed PB Blaster a week before beginning. But as I went to remove the first bolt (from lower bracket) it snapped clean off.
What's left is the stud that is welded. I'm at college - don't have access to a shop out here, but figured I could take my hack saw and just cut the weld off. And then try to drill the carriage bolt head out. But will my battery powered drill be able to handle this?
If I cut it off at the weld (front of the axle) will the remains of the bolt come out with a hammer? (I can't tell if it is just rusted on the back - or welded).

Ha, well if I had a welder, then it'd make many things easier. But I don't. And came home to find that batteries on drill don't hold a charge anymore. Guess I'll start the drilling tomorrow.
And 3" is about what the current one is, so that should work well.
