The proper order is the 3 R's
Reliability
Recovery
Raise
Save the lift/tires for last, depending on what you're going to do. There's lots of other stuff that needs to happen depending on what kind of wheeling you want to do, like axles, gears, lockers, steering, driveline/transfer case, shocks, frame stiffeners, roll cage, etc...but you need to be reliable first and recoverable second.

Debate variable - Just one selectable locker? Rear duh... Not a selectable locker? Rear duh...
I like that 3 R's rule listed above; Reliability Recovery Raise. You shouldn't wheel alone but being able to at the very least-self recover will always be your best mod/upgrade

a big change in tire diameter requires a change in ring and pinion ratio.
a recovery kit is needed, fire extingusher, high lift jack is good, first aid kit,. a very complete tool kit, an air compressor or tire pump is needed as you will NEED to air way down for off road traction, and thus will need to air back up for road use, ( a pressure gage and deflator kit is needed to.) a cb radio can be handy depending on how you use your rig. a good book and or video tutorial on off road wheeling techniques is highly recommended if you are new to this.
hey, how about some photos of your rig?
me I got manual hubs, rear disc, ford nine inch, 33 x12.5 tires, winch, 5.5 inch lift, atlas II, heavy duty steering, oversized u joints, front arb locker, true trac in rear, compressor, recovery points, frame center stiffener, rock rails, gas tank and transfer case skids, drop control arms, jerry cans, etc..... I also now have a smaller bank account, hahaha
