Upper shackle bolt spins no loosey

Jesus, there is a lot of info on this forum. I've tried searching for a small detail for an hour. I've now given up and posting the question. I have a 98 XJ with a broken rear leaf spring shackle. I have replacements (of course I got long ones for an extra inch or two
) but can't get the upper bolt out. It turns but never backs out. I can't see that there is any nut on the back side I can grab, as it looks like the bolt threads into the frame (or at least a welded nut inside the frame rail). With all the knowledge and rework experience on this site, surely someone has had this happen, right? What to do????? Most likley the nut that is tac welded inside the frame rail has broken loose and is turning. Or the bolt has rusted to the steel sleeve inside the bushing and it is turning good luck with it and it is a common problem on xj's.
