I removed my sagging headliner and instead of replacing it I painted the backing stuff ,insulation or whatever it is black. Now my top center console (probably not what it's called) rattles. Would double sided foam tape fix the issue?

 

So it's called an overhead console. If it's rattling, you can try that approach to fill the space that the headliner took up. It shouldn't be rattling though because it mounts in pretty well. Check your brackets to make sure they are secured and not bent
