Okay, I've searched all over the forum and I keep finding different information. I did a 3 inch lift on my 98 xj about 6 months ago,I still have stock track bar and stock control arms. I didn't get an alignment done after the lift. My front tires are wearing on the outside and my tires are pointed like a v if you look at the front of the jeep from 20 feet away. Will a simple alignment fix this? Or do I need to get new control arms or put shims on the control arms? Thanks.

an alignment should fix it, but you wont know if you need new control arms until after the alignment.

i had the same issue. i did a simple alignment and had the front of tires even with the back of the tires. this actually helped my tire wear and now they are wearing evenly. just use a tape measure in your driveway or on a flat surface

Adjust the length of the tie rod so the tires arent V, closer to parrallel. there should be a slight V, like 1/8", so that driving forces that push the tires back will get them running straight.
With the tape measure, you take 2 measurements between the 2 front tires. One at the front face (12:00 is top, 9:00 would be the front face of the drivers side front, 3:00 is the rear face), the second at the rear. Pick a spot on the tire that can be duplicated both sides/both tires such as a tread block edge near the center. The front measurement should be 1/8" smaller than the rear...sounds like yours is a lot bigger.

I'm having a hard time getting the tie Rod loose. I put a pipe wrench and a 3 foot cheater bar and it won't budge. Is there a trick to it, or is it just rusted out?

you just want to turn the adjuster sleeve on the lower tie rod, once you loosen the bolts.
then to recenter your steering wheel, you would do the same, but on the upper tie rod at the steering/pitman arm.
don't forget to tighten the bolts back up.
