That is because it has a mechanical speedo drive, if you have the original 91 ECM. Sounds like someone got a different transfer case for it when they did the axle swap. The speedo drive are interchangeable, so you will need the drive and cable

Default Hey 4.3 l XJ

Thank you , so since the speedometer doesn’t have a place for a cable that’s probably been changed also ?
everything I read was saying they went to wire in 91 so I didn’t consider it .

Check your speedo to be sure. IIRC they still had cable then

I believe that by 91 they were electric at the gauge. I know for a fact that 92 has an electric speedometer, and being that so much was changed for the 91 model year with the Chrysler 4.0 HO, I think 1990 was the last year for a cable driven speedometer.

Also, does the jeep currently have idiot lights, or full gauges? You may have to swap the oil pressure and temperature sending units.

Unhappy Speedometer help

Still trying make the speedometer work in order to smog ,I was asked to send in some pictures of what were trying do here’s all the items Im dealing with the black female plug was sitting on top of the transmission it appears to have never been used but it’s the only extra set of wires near the transfer case . I’ve not found matching wires from wiring diagram going that direction from engine compartment, it shouldn’t be cable driven but that’s the only thing I could imagine someone removing kinda difficult to remove the wires although both for no real good reason. What am I missing?

What do the two red wires connect? it looks like the transfer case is from an older jeep than yours.

It looks like the number on that case is 231? Hard to see from the picture.

Default Speedometer

The red wires are the jumpers from the plug on top of the transmission to the speed sending unit that doesn’t reach nor match the sending unit but that’s all I can find although I pretty certain that’s not what it’s for.
yes NP 231 it did come stock in 91 I can’t be certain it’s from this XJ though.

It looks like the tag says it was built in Jan of 90 (90-1). If it's been geared to 5.13, you're going to need a reduction gear anyhow. Good luck finding one!
