If it were my rig, in order of importance:
1. Tow points -read: super cool bumper 8)
2. Winch- pays for itself after the first couple uses
3. Lockers- so you don't get stuck in the first place. You can get a lunchbox for the front for about 200 bucks.

The IRO kit does its job terrifically and has withstood my abuse (which has broken quite a few axles/parts) for along time. Totally understandable if you dont trust it though! It is definitely a bit different. I would still keep long arms on your list however as they improve your ride everywhere... not just on the trail.
Something that ive noticed that not everyone has but should is a full size spare and somewhere to carry it. I didn't notice it in your post.

Man I really wish I had a winch. Next time you're stuck in snow up to your rockers in your own driveway, with the jeep sliding towards the junk pile by the garage every time you try to rock it out, and you're trying to do it before your parents get home and see how much of an idiot you are, you'll want one.

I bought all 5 wheels and tires new the spare is in the back. I have to say I'm pretty impressed with the duratracs. For what I use it for it's great. Especially in the snow and rain.
Man I really wish I had a winch. LOL that's the same pic I jokingly sent a friend when he asked what I was going to spend my money on.
I like this forum... everyone else told me to do lockers and regear... I don't know how many times I had to explain it isn't some rock crawler or hardcore trail rig lol.. yet no one mentions tow points except here. That's why I have the rear tow point but I've been wanting fronts for awhile. I was going to just get hooks but it'd be stupid to spend the almost $100 on hooks when I can get a good winch bumper..
if anyone has a suggestion on which bumper throw it out there. I've probably already read about all of them since I've been researching my build for the past few years,
I like the or fab. Jcr was a close second. and then there are a lot of others I like as well but the Or-fab just does what I want it to.. basically hide the winch. Look good. and not stick out as bad as some of the others. Plus 560 shipped and it's painted and includes shackles is nice as well.

Why don't you just get a regular hitch for the front,,, like you have on the rear ?
Then you can have your winch on a moveable winch plate and use it on either end?
Also,, you can get a LOT of other items to use with your front and rear hitches. Like spare tire carrier, various baskets of different sizes, You could even TOW something,,, lol
I have 2" hitches on my 96 2 door on the front and rear. Need to get another battery, and a winch plate to round it out. Tractor Supply has the moveable winch plate for less than a hundred bucks.
Also I really like the spare tire carrier that folds down, so you can open your rear hatch, or you can go all "expedition" and put your spare on the front.
Personally I think the front and rear 2" hitch is the way to go.

You will see your largest improvement over any single item with gears and lockers and will serve you best overall. If you don't have the money right now save a little longer till you do then do that first. The second for sure at 4 1/2" of lift would be an SYE it is needed more than you know.

You mean something like this? I had been plowing through the field and on my way out onto the road I hit a big snow drift and had the tires lifted off the gound from snow being packed up in the unibody. I was right in front of my driveway it sucked. Granted there was nothing to winch from within 400 feet. A lot of big open spaces with no trees or anything around.

I agree recovery points are a must and also I have a long arm kit and it's the way to go expecially with anything over 4 inches

As of now I have (all Rubicon express unless otherwise listed)
3.5" full leaf packs
+1" shackles
4.5" coils (going to throw a small coil spacer in since the front sits a little bit lower and I have that new bumper on the way)
lower bump stop pucks
HD track bar and mount.
then I got day star extended bump stops up front and some extended bump stops out back.
I purchased the Rough country braided brake lines and also got an extended rear line.
That's as far as I got then I cheaped out and got some ebay core 4x4 adjustable LCA's since I ran out of money to get a long arm kit (I had planned to get IRO but have since changed my mind and think I'll go with serious offroad)
I also have a 1" tcase drop I never did put in.
