Shackle Relication
I'm stuck between Rusty's boomerang shackles and rough country's shackle relocation kit. I'm looking for more clearance from the stock hanger once I lift my XJ. I want the Rusty's one obviously because it's cheaper but it looks like it wouldn't fix the poor shackle angle problem. The rough country one seems to deal with that problem and I've heard it also improves ride quality to at least some degree. Also they both give about the same amount of lift so that's not an issue.
I'd love to hear y'all's opinions/thoughts on this.

If you choose to go with relocators, make sure you buy the right ones. Most of the kits add 1.5" of lift or so. I went with HD no lift relocators with JKS boomerangs and am very happy.

You answered your own question. If you dont want that much more lift, why even consider the lift shackles?

Stock shackles will hit on relocators. When you set a good angle the lift/extended shackles will not provide as much lift as they will be flatter/angled. The HD Offroad standard relocators are great if you need some extra lift. The amount of lift you get will depend entirely on how you set them. I wouldnt have the expectation that you will install them and be done. They can be adjusted and tweaked quite a bit.
I run standard HDOs and RE 5"(1" lift) shackles. Had em on about two years and one of the best investments. If you set them with too flat an angle the shackles will clap against the relocators. I have been tweaking mine and notched the channel for more clearance. Waiting for the snow and ice to get out of here to finalize them. Ride is amazing with a good angle.

I run the Rustys 1 1/2" Boomerang shackles and very happy with them. I went with them to increase the lift of my Rustys 3" full leaf lift in the rear. Not only did I get the needed lift but the ride was better and leaf angle improved also. The best part was the extra flex with them, I had read here and other Jeep forums about the shackles were better than using in my case a 4 1/2" leaf pack IMHO they did.
This is just what I found using what you asked about as always YMMV.

I'm also running the HD offroad relocators and they're great. I have heard (never witnessed) that Rusty's relocators use the stock shackle box and could tear out under the right circumstances. However, take that with a grain of salt since i jave no experience with it myself just thought I'd mention it. The HD offroad relocators bolt in where the gas tank skid/hitch bolts in and is pure beef. You'll see a bit of an increase of lift but that will depend on the length of shackle you use.
