Default shackle question

ive got a 1991 cherokee with a 6.5 rusty long arm and the shackle on the rear leaf spring that fold down when you flex. but everytime i got off road the passenger side shackle for some reason gets stuck and leaves my leaf spring arching terrible and i have to pry it back to how it is suppose to be. why is it doing this and how can i make it stop?

Clean the bolt real good and then put some anti-seize on the whole bolt. The anti-seize will help the bushing rotate better on the bolt. When I got the Rusty's lift put on my old Cherokee (this was back before I did my own work), the guy that did it put anti-seize on all the leaf spring bolts and I never had a single issue with them.
