i used a drill with a metal shaping bit, I think it's considerably faster than a dremel. also, I pulled the parts needed from a junkyard for ~$80 IIRC. if you have junk rotors to take as cores it would be cheaper.

No special tools, just like everyone said above. I went with the Tera-Flex conversion. More expensive, but it worked good for me at the time. For the E-Brake Cables, you can go to Morris 4x4 and they have custom cables that work like cake, or search around here and there are some other options to use your existing brake cables.
I love my 4 wheel disks, I kept the original proportional valve, and if I lay on the brakes, i'll lock up all 4 (33's).
