RC front bumper

RC front bumper
Today I installed my Rough country front bumper. I have a 91 cherokee and the bumper sits high. The front fender panels hang down past the bumper. It looks different then other Cherokees with the same bumper. Would it hurt anything if I cut the panels to make it flush with the bumper?
And what is this ball thing hanging down?

No it wouldn't damage anything to trim that piece of the fender, that's the most common way of doing it. Just cut it straight back from the bottom of the side marker.
As far as the "ball thing," that's your vacuum canister (vacuum ball). Just relocate it up into the engine compartment.
