Get yourself some purple power and just let it soak them for a bit. Most of the grot came right out with a rag and a scrub brush after hitting it with pp.

Any chrome looking rim and painted rims have clear coat on them,With age it will peal off like you have.The aircraft stripper might work never tired it on that yet.I don't think using heat will do anything but make a bigger mess.
