I have to agree if 400-500 is max budget you have to install it yourself, and expect to dig deeper in your pockets when you install it and find you need other parts. Zone has a 3" lift that includes new coils, leafs and shocks for $510. Thats a good place to start. Depending on your Jeep you may need a t-case drop, at the very least a track bar relocation bracket or new track bar.

It is really simple to do yourself once you jump in. On top of gaining money from not paying a shop, you gain the knowledge and pride from doing it yourself. All you will really need is a socket set, a floor jack and some jack stands. Im sure if you don't have them, someone locally will loan them to you.
As far as the lift goes, check out the link in my signature for some ideas. If you don't want to have to redo things down the road, avoid the blocks/AAL. There are plenty in your price range out there.
For example:
http://www.rustysoffroad.com/jeep-su...-pack-kit.html - full leaf springs and shocks
http://zoneoffroad.com/zone-offroad-...erokee/j21-j22- Full springs and shocks
http://www.trailmastersuspension.com...fMTM3730-40043- about 80$ over budget but includes control arms/full springs/shocks
You can also piece together pieces over time via the forums "for sale" section and save cash that way.

Also a few cans of PB blaster and spray down all the nuts and bolts then drive it around a but and everything will come off a ton easier. Jack stands are a dime a dozen too harbor freight has them for around 20 bucks a set.
I'm well pleased with my Zone 3" w/full leafs. At the least consider TC drop, track bar . I also had to buy new leaf bolts ( had to cut mine off ) track bar , make upper rear shock mounts. So consider shelling out more $$$ than you expect to..
