Question New to me cherokee

So I just bought a used '94 Cherokee 5-speed manual. It's got a window on the roof as if the guy wanted to put in a sunroof but didn't know how to make it open....so it currently does not open and I found out today it's got a small leak (it's definitely not professionally done). I'd like to fix it but I'm trying to figure out my options. I live in southern California so it doesn't rain here very much but I'd still like to do something about it. Thanks in advance for the help

Silicone around where it's leaking.

Just because the install isn't that good doesn't mean is wasn't professionally done....

If you live in SoCal, a sun roof that doesn't open seems like the worst of all possible worlds. Maybe just take it out and weld some steel over the hole?

I'm very new to this so I don't know but what's "DD"?

Here's one from the outside and one from the inside, it's already got silicone around it and I'm hoping I can convert it into a working sunroof (one that opens) I'll even settle for a crank mechanism. For now I'll add more silicone to it but I'm hoping something can be done for a more permanent fix. Thanks!
