Lift
I have a 1999 xj sport sitting on 35's with an 8" skyjacker lift. I'm thinking pretty seriously about lowering it, but still keeping the 35's on. I am wanting another lift between 3-5 inches. I won't be doing any hard-core off roading, but will definitely be doing some. How high of a lift should I get, while being able to keep the tires on? I am probably going to have to cut the fenders a little bit, but that's fine with me. Also what manufacture is best, and which ones should I stear away from? My budget right now for lifts is around $500, and no more than $600. Let me know what you guys think, thanks!

Zone OffRoad is a good quality manufacturer. They make a 3" lift kit with full leaf packs (not add a leaf or blocks) for about 700, I believe. It includes hyrdo shocks too. You can go with cheaper like Rough Country or Rustys, but the general consensus is that they aren't very good quality products.
If you're going to keep the 35" tires, you'll definitely want to make sure your bumpstops keep the tires away from the fenders and you're DEFINITELY going to want to trim the fenders to keep the FENDERS from cutting the TIRES.

Even 5" will require quite a bit of cutting and extending of the bumpstops. What you're wanting to do is possible, just make sure you do your homework, measure, try things out, and measure again, before hitting the trails and popping a tire or massaging your fenders.
