Default Leaf springs fanning out

Best way to describe it. ^^^^^ any way it. RE 3" ( it was on it when I bought it. I noticed it the first time I got under it but didn't really want to deal with till now. So the short leafs are fanning out. The shackles are way to lose as well.
So should I pound on the springs to line them up and fab some shackles? Or separate and add some adhesive? Also read something about putting bicycle inner tubes between the leafs

Any insight or point of dirrection would be very much appreciated

my pro comp springs did the same thing i loosen the u bolts used a hammer to knock em straight tightened the u bolts as tight as i could then i wrapped a stainless hose clamp (like a radiator hose clamp)around the pack 1 in front and 1 in rear it has not fanned out since i do some pretty ruff trail riding in my xj

Much of the time that can be cured by loosing them up then straighten the leaf's and retightening. After they are installed everything needs to be retightened in a few hundred miles or after off roading a few times. That needs to be done after installing a new lift kit as well.
