Default I can't crush the crush sleeve

I am re-gearing a 8.25. I have patterned the pinion "without" the original crush sleeve and it looked good. I am now setting up the final build and I am unable to crush the crush sleeve using an impact wrench... not even close. The pinion still has approx. an eighth of an inch wiggle room with no pinion resistance. I am not sure I should crank on it by hand without your opinions first.

Torque wrench with a cheater bar. It will get slightly easier once it starts to crush. Don't use an impact wrench, too easy to over crush the sleeve.

A cheater bar did the trick. Thanks! 1/8 turns at a time... maybe four or five attempts.

I hate crush sleeves, I always change out to a crush sleeve eliminates kit, $15 off eBay, reusable and much more precise.
