Default HIDs giving me trouble

Heres the deal:
Ive had HIDs on my jeep for the past 2 years. They always worked with No problem. Anyways, a while back one of the bulbs started to go out a lot while driving. So I replaced the ballast. Anyways now something completely different is happening! Both of my lights will not turn on when the engine is running, however if i turn off the motor but keep the key turned On (with engine off) both of the HIDs work perfect.

What could cause the HIDs to work perfect while the motor is off but the car is on, but when i start up the car and turn them on they dont work??

That's what I figured, but they worked perfect for 2 years without them.
