HELP ME

Am I trippin or did JCR off-road send me the wrong lights for my bumper?

Does the bracket swivel on the light?

Went looking for instructions. Chose Rigid not knowing the brand.

I ended up having to switch the swivel around. Hard to explain but thanks for help!
