Default gauge cluster swap problem(s)

I just did the instrument swap into my 95 xj. The fuel,volt,oil and spedometer are reading accurate or very close to it. The water temp is reading between 220 and 230. I had a buddy check with an infared sensor and he is only getting around 190-195 in all the areas tested (sending unit front and rear) I did this because the engine does not have any signs of running hot. Also, the tach only reads 100rpm at idle but it is really around 750. Anyone else experiance these problems or know of a solution? I have been told these gauges cannot be calibrated. The donor was from a 94xj, and we have double checked to make sure the water temp sending unit is the correct one. Thanx in advance

donor said it was good, but I have no way of knowing. Would it be typical to have 4 working components and 2 non working? and the sending unit was brand new for the temp gauge, I guess it could be bad from the factory. Is there a way to test that? I sort of ruled that out since it was brand new and was not the only component not working correctly in the assembly
