I had a winch bumper made and the tie in brackets weren't done the way I wanted. Will 3 bolts on each side be okay for light recovery until I can get some better plates installed?

If you are talking about the 3 bolts that hold the factory bumper bracket, I wouldn't pull to hard on that. especially if it is not straight. There are 2, 5/8" holes about a foot and an a a bit further back. use them with a 1/4 inch plate that also uses the 3 factory ones and you are in business.
If you do, you may want to shave the bolt heads down to about 1/4" otherwise, the anti sway bar will hit them.
