Default Front leaf spring bolt, but not like all the others!

Alright so I've gotten this far, and now I'm stuck. I cut the leaf spring bolt, and now about 3/4 inch of it, is stuck inside the "frame rail". Its in the welded nut, and I've tried everything. I tried drilling it out, broke my bits. I tried heating it up and busting the nut loose. It's stopping me from finishing my lift :/ any ideas on how to get this little piece out?

Not sure how the nut is attached inside (Mines nut broke off on inside) but if you end up having too take out the nut try to use an air chissel to cut/ knock it out. Good luck
