you want to match the angle thats at the axle to the angle thats at the tcase, u can buy the angle gauge for like $7 bucks at home depot, and if you cant make it work with that, than yes, dropping the tcase will more than likely help

you shouldn't need a t-case drop with only a 3.5" lift... check that your u-bolts on your axle are tight... (btw this should be in OE cherokee tech, not Fabrication)

& depending on his jeeps year. YES he will need one. If he has a 97+ he will need one. I have yet to meet someone with the new years over 3 who doesnt need one. Mines at 3.5 and I had HORRIBLE vibes. Installed a drop.. almost 0 vibes. (btw it vibed some stock...actually does it less now though haha)
I made mine for less than 10 bucks and took less than an hour total.

Is this a Rubicon Express 3.5" lift by chance? If so they are known to actually sit about 4.5" in the rear, which is definately enough to potentially cause some vibes. I just installed my so-called "3.5 inch" lift (bastard pack rear, but about the same height as the RE full packs) and had AWFUL vibes at every speed except 40-50 mph. Installed a t-case drop and it definately helped, although I still have vibes between 25-35 mph. Not all XJ's are the same when it comes to driveline vibes as there are different driveshafts used, different t-cases, etc. depending on the year and options of your particular Jeep.
Short answer to your original question- if you know the u-joints are good then yes, I would definately try a t-case drop. They are only about $20 and are very easy to install as long as you don't have a frozen stud (I was lucky, mine came right out and it took maybe 30 minutes to install the drop spacers).

If you wanna see my homebrew tcase drop I'll show, it costed like literally 5 bucks or so.
I left the stud in place, used a cuppler on it, with a bolt.
Then since my Ace had only two of the copplers I needed I got ones that were way to big, cut them down to size, ran my bolt through them into the tcase. Its less jank than it sounds. Haha
