MPG's shouldn't be that noticeable. It will be like 3 miles per tank or something. But it is not a locker. Go on gravel set your E brake put it in 4X4 and see what spins then pull it out and see what spins. And lay into it an open diff will spin right and left for a sec then switch to only one side. If they bolth spin seemingly forever pull that diff off and post a pick of what you got you could have a locker.

Front axel Cable disconect. Your XJ originally came whit a vacum operated disconect, to engage the 2 PC axel, later model have a 1 piece axel. IT does NOT give POSI unless you have a LOCKER installed, aslo. It is simular to haveing a Locking Hub on the right side.

i assumed there was one in there since this part is pretty much useless without a locker

People a lot of times weld the front diff and use it to disconect one shaft to make it easier to turn.
Easy to find out what all is in the front, find a dirt road put it in 4wd and mash on the gas, if both fronts spin at the same time you have a locker. If only one spins it was just put there to replace a faulty vacuum motor. If neither spin put the **** in the opposite position and try again. And the know rotates to lock the **** from walking back in when pulled out.
Also you need to have that **** pulled out anytime you want 4wd. If its pushed in you will not have power to the front.

Looks like someone added a hand throttle for slow speed crawling, handy for running voltage inverters, winche's, etc.. Push the button and pull it out the engine should speed up or you can screw it out c/c to increase throttle slowly. Chevokeeman.
