Inspect and replace anything in the suspension and steering that is worn, except for the steering stabilizer. It can be caused by anything in the front end most often loose track bar, alignment and tire balance. Then would be Bushings in the Control arms and the worn Tie rods ends. A new steering stabilizer can make it go away, but only temporarily. You might get lucky and fix it on the first try, but don't count on it. You have a 21 year old jeep thats been lifted. No offense meant but if you or who ever did the lift, are like most of us, the only things that have been changed in that 21 years are those items directly related to the lift and maybe the shocks.
