Default DD/capable rig question

plans for the future...
I want a 1991 cherokee 4 door with inline six HO engine 5 speed trans.
then upgrade to run 33's with a 4.5 inch lift
d44 rear with 4.10 or 4.58 gear ratio?
arb air locker in the rear for a start and a bunch of other basics.

my question is where do I cross the line from DD to OHV only?
I live in california so I need a jeep that can still pass emission.
what upgrades cause a rig to put out more emission?

I know guys who "dd" jeeps with 40 in tires. It really comes down to compromise- running gears that you can do 75 on the freeway with, maintaining everything well after you go beat on it on the trail, and being willing to pay a little more at the pump. Nothing really makes your emissions worse its just that offroading causes things to break quicker than they would if they were only on the street because of the more strenuous wear you are putting on your jeep.


You can run 33s with 456 gears easily.
