Well I went ahead and bought the ubolt kit that really works was wondering if I have to buy a new plate that goes on top of the leaf spring or just use the old one

No, you can re-use the OEM plate.

Just use the old plates. And in terms of u-bolt stretch as previously mentioned, the u-bolts are supposed to stretch a little. That's why they are a install only once kinda thing. Just like head bolts on an engine...never use them more than once...

old one is fine.... if you went with the big bolts i suggested you will need to drill them out a little or if you have any friends with 1/2ton chevy truck parts around the top plate from those will work awesome...

FWIW,
I've updated my site to reflect a little wheelin'-n-dealin' that needed doin'.

From now on you don't need to buy 3"x9" u-bolts if you have an 8.25" or Ford 8.8" rear axle. You still need 'em bu you ain't payin' for 'em.

I'll make sure you get the correct u-bolts at no additional charge when you purchase your kit from Serious Offroad.
