Default Caster adjustment: upper or lower ca's? and other issues

I have a RC 6.5 long arm kit w 33's and found that the caster is off by a good bit on both sides (3-4 degrees). Do I adjust the upper or lower control arms and do I extend them or shorten them? The camber is about dead on for factory specs but tires are still wearing on the outside--toe in is set properly. Steering wheel is off centered and the vehicle wanders. If held straight, the vehicle (96) will go left or right. If the road is bearing left I have to turn the wheel to the right and then to the left (if the road is cambered--kind of like a nascar track). Sometimes when driving straight the wheel is turned to the left. HELP!!!!!

extend the lowers until the tire looks (roughly) centered in the wheel well at ride height. then extend the uppers until your caster is at about 7 degrees forward.
