Yeah if it won't affect the integrity of the bumper too much i would just grind it back an inch or two and touch up the paint

quick fix man. get the grinder out and make it sparky sparky. Let see the new bumper post a pic.

why is the leaf sticking out past the shackle like that? something doesn't seem right.

Yeah it sort of looks like the bushing is shot
Actually it looks like the leaf under the main leaf hooks around?
