If you wanna stay cheap then search for some used 2" coil spacers, and then get those chevy lowering shackles from autozone..they are adjustable and you can dial them in to right around 2"
Then browse your local craigslist for some JK rubicon shocks..

Coil spacers and shackles are all you really need, maybe shocks or shock extensions. I just put RE spacers and Chevy lowering shackles on my MJ, everything else is stock, and it works great on the road. If I took the MJ wheeling, I'd have to do a lot more to make the suspension work better, but its just a dd and it works for that.
And just to add, you may need a track bar. My MJ is fine with the stock track bar, most Jeeps are fine at 2", but my axle was so far off center at 1.5" of lift on my XJ I had to buy an adjustable track bar.

I just helped a co-worker put a budget boost on her Cherokee. We got some 2" spacers for about $30, the Autozone shackles, used the rear sway bar brackets to make bar pin eliminators, and bought some cheap bar pin eliminators for the front (from IRO, I think) so the shocks wouldn't get overextended. No transfer case drop, track bar changes, extended brake lines, or anything else. She uses it mostly on road so I think it will be fine.
The main issues we encountered were:
1. The Autozone shackles are a little too wide for the shackle pocket, so I had to grind down the metal sleeve a little bit.
2. The longer shackle will hit the exhaust pipe. Moving the bracket over was not enough - it still rubs some.
3. Prepare for the rear shock bolts to break. We got lucky and they didn't, but it seems very common.

I did the Rusty's aal kit on my first XJ and it worked suprisingly well. Not too stiff and was still lifted nicely when I sold it.
I'm also looking for a budget kit.. WhiteXJ ... sent you a pm.

I really want to do a 4.5 lift but I want the do the slip yoke and not just lower the transfer case. I'm getting married in a few months so ill just do rustys 2 inch kit with springs and rear shackels for a 2 inch and not worry about a vibration unlike going to a 3 inch where there is that chance of having one. Is this sounding a little crazy on my part?
