Ok, so here’s what I’ve gotten in the way of research. Blue Meanie, my dealership stock 99 Cherokee is in need of a lift. I’m not going to higher than 3-1/2”-4-1/2”. I’ve got three companies in mind, Iron Rock Off Road, Tomken Machine and Rusty’s Off Road.
Start w/IRO. I’ve been running non-greasable bushings all over for 89,000 miles and no failures.

Bilsteins, get ones for the Cherokee XJ. They are direct fit, no BPE required.
Shackles, a leaf spring that gives lift will perform better and articulate more with an extended shackle compared to stock shackles. Greaseable or not, I do not think it matters. Figure on 1" of lift coming from shackles (for 4.5" lift use 3.5" leafs with extended shackle)
Rear sway will need to be corrected for angle (longer links) and will not be able to use until stock backspacing changes or purchase the Hellwig rear sway.
Towing? Consider a Heavy Duty leaf spring. the Tomken's have only 3 leafs and an overload leaf (might be soft for towing). BDS leafs are engineered with towing and loads in mind, 7 leaf with military wrap.
edit; I see poly bushings on the shackles and control arms, not sure about the leafs. I prefer rubber bushings for a better ride. Others prefer poly for the firmness.

just picked up a set of RE 5.5 coils to add to me RE 3.5 lift with full leafs, which shackles should i get go level out the rear? how are rough country's adjustables to get 2"? boomerang from RE?

So I want to put 33x10.50R15 on my 01 XJ and I know I can't put that size on with the set up I run now. Not looking to buy a new lift so I want to just add/upgrade to the one I have.
What I run now:
3.5in Rubicon Express lift with full new leafs & mono tube shocks
inch lowering kit for transmission - no sye & stock drive shaft
stock gears
1.25in G2 wheel spacers
stock wheels
31x10.50R15 tires
The parts I have found to add/upgrade the XJ:
JKS ACOS - to lift the front
Rubicon Express (RE) 6in boomerang shackles - to lift the rear
Rock Krawler stainless steel brake front lines
Currie currectlync heavy duty tie rod system
RE adjustable track bar
RE replacement steering stabilizer
SYE kit and driveshaft from Adams Off-road
G2 Dana 30 & Chrysler 8.25 4.56 gears
Full Traction rear BPE
RE extreme duty long arm upgrade
BW flat flares
The questions I have are the parts I've listed going to help fit 33s? Is their anything I'm missing? Will I need new shocks? And what wheels do i get, I know a 8in wide wheel is good but what backspacing/offset do I look for?

The BW flat flares will certainly fit 33s on a 3" lift. 4" or 3.75" backspacing is good.

Know I'm bout to open a big can of worms, but. Looking for a track bar set up. Was planning on the IRO double shear, but I'm also digging the RE 1660. Both set ups will be about the same cost. Just wondering what you guys think. My set up so far is RE 4.5" coils, RE 3.5 leaf packs, RE 1" lift shackles, RC long arm kit (yeah I know haha) JKS discos, Etc.

They're about equal in my book. I'd pick either one.
I'll be selling my IRO track bar and bracket soon. I need to cut if off my frame stiffners where I welded about 3" of it on.
