Aftermarket lighting questions

Aftermarket lighting questions
I bought a pair of Hella 500 lights for my 96 Cherokee and I would like to mount them in the two holes on top of my stock bumper. The problem is that i cannot find a way reach up and tighten the bolt from under the bumper. Has anyone found a way to do this? Any help is appreciated.

The first time I did it, I used a socket, swivel joint, long extension, and ratchet. It was a tight fit, but it worked. The second time, I took the bumper off.
