Adjusting Upper CA

Hey, about to adjust my pinion angle and was wondering the correct way to measure adjustable control arms? Is it eye to eye or do you measure the entire arm?

I'm using this chart to adjust them but just wanted to be 100% before I dive into it here tonight.
